The US surge in Afghanistan will turn up the heat on Karachi. Khalid Aziz, chairman of the Peshawar-based thinktank Regional Institute of Policy Research and Training, predicts that the start of the US-led onslaught in southern Afghanistan will have the unfortunate effect of inciting Taliban-led violence in the huge, already volatile port city.
"Pakistan is now the focal point (of the US-led assault)," Aziz, who is also an adviser to Pakistan president Asif Zardari on NWFP and FATA, said during a long conversation with me in New Delhi a few days ago. Aziz was here as part of the India-Afghanistan-Pakistan trialogue by the Delhi Policy Group.
Karachi has already been burdened with the ANP strife. Pashtuns have drifted to Karachi in droves over the years and now dominate the city's transport sector. Aziz says they also occupy the low-paid, bottom-rung jobs in construction and other labour-intensive sectors. (This has put severe pressure on the MQM's constituency base, leading to strong protests from MQM leaders.)
Add to this is the fact that the Taliban too have used the Pashtun presence to hide out and now the IDPs are adding to the pressure.
The volatile atmosphere is accentuating the traditional ethnic divides that rend the city. Also remember, says Aziz, Deobandi madrassas like the Binori mosque are always there to add to the fundamentalist mix. "In fact, the growing violence within the city could even freeze up the Karachi port." Such an eventuality will be disastrous for Pakistan's internal dynamics as well as the fact that the US transports almost 75% of its military supplies for Afghanistan through Karachi. As Aziz sees it, that's a disaster waiting to happen.
The US military strategy, in southern Afghanistan, as Aziz sees it, is intended to disrupt the Taliban activities. With their new bases in Zabol, the US assault would end up driving the Taliban to the east - that is, to the Waziristan areas of the NWFP. Therefore, as Aziz sees it, the Swat and Waziristan operations by the Pakistan army are also intended to be pre-emptive strikes. The idea is the old hammer-anvil strategy - that when the Taliban are being forced out of their operating areas in southern Afghanistan, they would not again (as during the Operation Anaconda in 2001-02) be able to take refuge in Pakistan, because of the Pakistan army's presence, which is using the clearing out operation to position itself there.
Aziz notices two focal points of the violence being unleashed in the NWFP. One, as discussed above, would be south Afghanistan and Karachi. The second would be Quetta in Balochistan. Here the Baloch nationalists/insurgents could be the wild card, he says, because it isn't yet clear how they would act. Quetta has become the home of the al-Qaida-Mullah Omar group. Balochistan is also home to other Taliban, numerous jundullahs supported by everyone from Iran to Karzai's brother, and Baloch liberation wallas. That's another potential disaster area that needs to be looked at, he says.
Aziz is also concerned that the "taqfiri" movement is not wholly religious extremist in nature. There is a large input of local grievances enmeshed with the religious jihadi movement. For instance, he says, in the areas of Matta, Khwajakhela and Charnbagh, there are many landlord-tenant tensions that have fed into the Taliban. In Swat too, the progressive decline in high-value agriculture incomes have fuelled the fires. In NWFP, a long-running battle for revenue-sharing between WAPDA and NWFP has resulted in a continuing loss for the provincial exchequer, which has severely hit local development and given local colour to what could have earlier been described as a foreign-infused religious extremist movement. Now the IDP camps, says Aziz, could become "Taliban recruiting centres".
The trouble with this is, it could actually give the Taliban greater staying power in the region. But these problems cannot possibly be solved overnight, not those that have festered for decades.
There is another problem here from the Indian perspective, as I see it. First, the Taliban are moving from the fighting to areas beyond the Swat valley to other districts, which will inevitably widen the war against the Taliban being fought in Pakistan. Second, and more ominous for India, the al-Qaida-Taliban leadership could plan another diversionary tactic. In 2001, when the al-Qaida-Taliban were fleeing the US operations in Tora Bora, they sponsored the attack on the Indian Parliament on December 13, 2001.
According to terrorism expert Bruce Riedel, the Parliament attack was an al-Qaida's tactic which incited an Indian and Pakistani military response. This moved Pakistani troops from the northwestern borders to the eastern border, leaving the field open for an escape route from Afghanistan. Could they do it again? India needs to be even more careful, more alert.

The writer obviously doesn't know that there are many kinds of Pashtuns (apart from those who speak Pushto). Pashtuns who dominate the transport sector in Karachi are generally from Mianwali and other Hindko-speaking areas of Pakistan (Hindko is similar to Punjabi and is widely spoken in Kashmir as well). These Pashtuns are not the type who go to Deobandi mosques (they belong to the opposite Barelvi sub-sect).

it's a fact that as pressure on taliban is increasing on northern borders, they could show their strength in southern pakistan. i know many hide-outs of taliban here in karachi but media is not showing the real picture because of "islamists" journalists within their organizations. one more point is whenever taliban will be targeted in karachi, ANP will go against it, which may result in another ethnic clash between urdu speaking sindhis or muhajirs(migrants) and pakhtuns. it's time, pakhtuns must realized that taliban are not friends of anyone, be it urdu-speakers or pakhtuns. government must take strict actions against taliban hideouts on outskirts of karachi otherwise the "head" of this article could become a reality someday.

This deals with only some tertiary matters. It does not concern any basic or primary aspect of the question. The secondary question is how Taliban of Pakistan will respond to pressure on them built up by the latest Pakistan army operations.
First of all we need to recognize some of the basic facts of the situation. To my mind these are Pakistan’s persistent effort over several decades to launch low-intensity, low-cost operations against India which would bleed India a great deal and still not be so provocative that they would call forth an active Indian response. This policy has paid off so well during the current phase of terrorist strikes in India. These strikes were undeniably planned from Pakistan’s own territory. It is an academic question whether those strikes were formally and officially sponsored by the Pakistan government: no government would ever acknowledge that it had organized terrorist activity against a neighbour. We all know that Pakistan has been in the denial mode for so long and continues to remain in that mode even now.
Secondarily, it makes sense, as the author says, for Taliban to launch diversionary strike(s) against India because this, they hope, may provoke some Indian response in the shape of movement of Indian army formations closer to the Pakistan border. If that were to happen, it is predictable that much of the Pakistan army would be rushed to the Indian border, relieving pressure on Taliban on the western side: this has happened in the past and may happen again.
It is only in the tertiary sense that some extremist operatives shall operate in Karachi or elsewhere in Pakistan. Such operations may indeed have the impact that the author fears. However, the Pakistani State has not devised ways of dealing with problems of what may be called, for want of a better phrase, sub-nationalism like that of the Baluch and Pashtun components of the people of Pakistan.

The Pashtuns, the Uzbeks, the Balochs and the various tribes of the NWFP who form the bulk of the Taliban are the real "Babar ki Aulad" in every sense of the term, which our forces would have to stop from crossing over into our country. For a couple of years, we have to be very vigilant till the US & Paki forces tackle the Taliban menace.

Although pakistan has been supporting terrorism ever since it was born but now it is facing the reality of terrorism. The title itself says "...MAY strike..". There are many other "may happen" things to write about. Aren't there any positive things left to write about? Is India so perfect that we have so many articles about Pakistan? Since partition, Pakistan has single-mindedly focussed on India and built hatred in the minds of their people. And it is seeing the results now. Are't the Indians(the media) doing the same mistake by concentrating more on Pakistan's issues? Is it not trying to hide it's own problems by writing only negative about Pakistan? There are many problems within India that need people's attention. Let's focus on addressing these first. Your comment illustrates the problem associated with what's going on in Pakistan and elsewhere in the world. Insurgents (you can call them terrorists if you like) will never confront regular armies. By definition, they will always engage in subversive activities. And here is the worst part of the problem - the more the Army (in this case of Pakistan) succeeds, the lesser is the absoluteness of the so-called victory that the Army claims. Why? Simply because it is very difficult to say who is a Taliban fighter and who is not. Remember this: It may be easy to kill a group of Taliban fighters, however, it only takes one successful attack by a Taliban fighter (or suicide bomber) to dislocate the logistical arrangements of a regular army.
So, if I were you, I would not be too sanguine about the success stoties that the Pakistani Army is coming out with. Do you know the basic principle of any insurgency style war? The idea is not to kill the opponent, it is to injure the opponent. Do you know why? Because if you kill an opponent, the matter ends there, however, if you injure an opponent, you have successfully tied up at least three people to look after the injured person. Just take a look at what the 9/11 attacks did to the US. For about half a million dollars, these seven or eight terrorists forced a hyperpower (the US) to spend billions. The economy was affected. Civil liberties were curtailed...you know all this. Maybe worthwhile for you to look up some of the classics of counter-insurgency warfare. May clear up your perspectives.

This Taliban has been backed by Pak military all along. It was an instrument for politicians and Pak army top brass to make more money from the US aid. These politicians are no different from the one's in India. As usual the people will suffer. If you look at the history of that region, it has always been like this. This has driven people in both countires to take care of themselves with very little dependence on govt. Take the example of support for LTTE in Tamil Nadu. It is exactly the same. Politicians supported them without any care for the people of TamilNadu. They used to roam freely and indulge in looting. At one point even the police were scared of them. Luckily it did not build up to the level of taliban. LTTE was also stupid to openly kill Rajiv Gandhi. Poor Rajiv had to pay price for that. Even now this feel good attitude in India is scary. The govt is starting these huge project, with one purpose only. How much percentage everybody can make. The main issue with the region is corruption. Until you address that things like this will keep happening.

After reading the comments of some Pakistanis Like Mustafa,in this blog, Their comments shows the level of their thinking and talking culture.
I know Pakistan, what kind of land it is from my relatives who had been there. In Pakistan, there are nearly 80% people living below poverty line and illiteracy is rampant. Gender bias is very high. It is wracked by terror and rampant violence.
In contrast, INDIA is growing at a healthy pace, has a very bright future and offers sound opportunities to people of all religions. In addition, Security is also 100 times better in India. India has given me a lot, good job, security, satisfaction, happiness and i would not trade to be a Muslim in any Muslim country.
I am proud to be an Indian and India is the best place for any Muslim

May Allah forgive you people for spreading hatred among nations and communities. You me and millions of others are not the ones who pull the power strings in politics and all the we can do is to not spread this hatred. The whole chain of events as we know from the media may or may not be true. All that we can be rest assured is that good deed always result in peace and prosperity.
We may not live to see that day, but a century away we can see cleary how both these nations are going to stand may be in complete contrast just because of a miniscule population of people who pull the power strings in politics.
Long live mankind and may peace exist among us brothers.
Iam an indian and iam proud of that.

I have gone thru the comments in this blog and find the language and comments of Pakistanis childish and immature. People like MUSTAFA and co. They are always obsessed with KASHMIR and dream of establishing MUGHAL RULE over India. They live under the illusion that one fine day they can reestablish the Mughal rule over India and take over India. That will never happen. They also think that being Muslims, all should come together and establish Muslim rule.
How stupid can these people get??? do they know in what age we are living in??? They also float in the 17th or 18th century when the so called Muslim Caliphate was said to be prevalent. Having no other work except fantasizing in these thoughts and remaining obsessive with India and Kashmir, they always create trouble. No wonder PAKISTAN is a big mess and facing problems of all kinds. There is no growth nor development in Pak (My friends have been there and told me that Pak is a land of chaos where Muslims batter Muslims, it is one sinking hole) Today, its hammered by terror on all sides and looks it will stay this way for long.

The words of Lord Mountbatten, that countries created on the basis of religion and hatred will not weaqther the time are proven in case of Pakistan.already it lost East Pakistan(Now Bangladesh) , facing unrest in Baluchistan & NWFP.
Now its facing threat from the monster which it is created.By the end of the century there wont be a country called Pakistan existing in the world map.

Well let's not forget that problems in Kashmir and Afghanistan started with Pakistan dreams of expanding their national boundries.Had it not been for 9/11 and American involvement in Afghanistan post 9/11, Pakistan would have expanded its western borders. This is why it encouraged Afghan refugees to settle in Pakistan and then gave them Pakistani passports to support its claims over Afghanistan!
Pakistani treachery and doublespeak has now been exposed by no other than the Taliban, Al Queida and the Americans themselves! This is the single most factor that has lead to the recent backlash and upsurge in violent Civil war in Pakistan itself.

The frankensten monster "Taliban" created by Pakistan can go in any direction. Who knows some enterprising Ex Pak generals may become Talibans and successfully smuggle the nuclear bombs and may launch the same on some western targets from sea.Satellites used to monitor the movement of submarines but not the cargo ships. the nuclear material can be transported in a cargo ship (the submarine can be towed) till reaching the coastal area of some target cities and from their nuclear material can be launched from the submarine. This is possible because only self propelled submarine generate heat and can be tracked.Twed submarine cannot be tracked. The above may be wild imagination but who knows enterprising talibanised mind with advanced thinking can execute anything.
