The dusk that begins with the arrival of Vladimir Putin must see a dawn of greater defence. The biggest asset of the Russian prime minister, who arrives in New Delhi today, is decision making. He is a no-nonsense go-getter and a staunch believer in annihilating enemies. He has a definite business agenda and no Taj Mahal photo ops this time.
His list includes commercial contracts for the joint development of fifth generation fighter and multi-role transport aircraft. An agreement to sell India additional 29 Mig-29 Ks carrier-based fighter jets costing $1.12 billion-plus for the Indian Navy. Aircraft carrier Admiral Gorshkov., which got into controversies for the delay and finally raising the cost, will be discussed and delivery route finalized. Russia’s fifth-generation fighter aircraft developed by Sukhoi Corporation is on the shopping list of the Indian Air Force (IAF), which would acquire 50 single-seater fighters and would induct 200 more two-seater fighters around 2016, according to reports. Under the 2007 intergovernmental agreement, Hindustan Aeronautics Ltd (HAL) has been identified as the nodal agency for the project and a commercial deal on setting up a JV is expected to be finalized during Putin’s visit. And much more. Here are a few points doled out by government sources and lapped by observers from various quarters:
Defence
Russia will sign defence deals worth $4 billion (over Rs 18,140 crore). India and Russia will invest $600 million (about Rs 2,720 crore) to set up a joint venture to produce a medium-lift transport aircraft for the armed forces. The final agreement for a $600-million joint venture between Bangalore-based state-owned Hindustan Aeronautics (HAL) and Russia’s United Aircraft Cooperation (UAC) to make new-generation fighter planes. According to the delivery agreement for Admiral Gorshkov, New Delhi would shell out an additional $2.35 billion for the upgrade of the carrier and training of Indian naval crews.
Space
An agreement on detailed cooperation on the development of a new generation of satellites linked to the Russian Glonas navigation system.
Nuclear
Separate commercial contracts for two more civil nuclear reactors of 1,000 MW each would also be signed during the visit, for the Kudankulam site in Tamil Nadu, where Russia is already building two reactors and had promised to build another two. This brings the number of reactors at Kudankulam to six (at 1,000 MW each). Another site, at Haripur in West Bengal, had already been allotted to the Russians, with the accompanying promise that they could build six more reactors there.
Moscow had, in fact, already agreed to provide nuclear reprocessing and that the language of the Inter-Governmental Agreement (IGA), initialled by the two PMs during Manmohan Singh’s visit to Moscow in December – the same agreement will now be signed between the two sides — allows for its sale and transfer.
Commerce
Other agreements include two MoUs on cooperation in joint ventures in pharmaceuticals, and an agreement on standardization in pharmaceuticals. When Putin meets Manmohan Singh he would oversee the signing of more than $10 billion in deals. Definitely this long awaited thaw in the India-Russia relations is a result of a well pursued diplomacy by Manmohan Singh and the credit should go to him. He has visited Russia six times during his tenure as the Prime Minister. The present Putin visit and the high-profile strategic accords on the agenda are the result of a series of talks and efforts. We were looked upon as part of the American camp, not to be trusted as an independent Asian entity. The traditional warmth between Russia and India was waning and Moscow saw Delhi as a part of the US gameplan to divide the planet into a two polar unit. In Moscow, Manmohan Singh declared that the India-Russia friendship was "rock solid" and "time tested". Foreign secretary Nirupama Rao described the chemistry between Manmohan and Putin aptly: "They are on the same page on Afghanistan, Pakistan and other global issues like economic downturn and climate change."
Putin expressed “solidarity and support” for India’s concerns on Jihadi terrorism and endorsed India's contention that Pakistan was yet to bring to justice the perpetrators of Mumbai terror attack.
"The joint declaration at Moscow in 2004 had expressed Putin’s support of Indian candidacy in an expanded UN Security Council and New Delhi’s 'full membership in the SCO' recognizing that the Shanghai Cooperation Organization is 'an important regional organization promoting peace and stability and fostering economic development in the region'."
Agreed all this is not just radiant with a white area of angels. A series of MiG crashes, dubiously earning them the nickname of flying coffins, corruption and bribes in deals, pushing old, outdated machinery and endless delays in the supplies of vital parts to the defence sector are the flip side of this otherwise "time tested" friendship. But whose responsibility is it anyway to have the corrective measure taken, ensure transparency and buy hardware on our terms? Neither Putin nor Obama can be entrusted to guarantee India's defence. It needs an Indian character. If we have it , show and move ahead. If not, don't complain.
The regrown closeness is certainly helpful to India in keeping its balance of power in favour of national interests. Too much closeness with the US has never helped us. With China getting aggressive by the day and Pakistan not knowing what to do with its withering state as Washington and Taliban both stake major claims in its running, India has to find dependable and long-term allies, a gap which Russia fulfils maturely. Its fight against the terrorist elements is a lesson for us. Putin became a hero in his home not just for nothing. He saved Russia from the mass annihilators and brought back the Russian confidence. Young, sporty and at times vicious, he holds the key to multipolarism the world needs today. There is hardly is other world leader who can stand up to the US hegemonic attitude.
India is facing its worst crisis of terrorism in a spineless manner. Blasts after blasts, attacks after attacks have become a routine affair. In such a scenario what India needs is a leader like Putin who can not only use strong language but also take harshest possible steps to root out terrorism while taking all sections of society along without being revengeful to common citizens in whatever way. He has also introduced special measures to develop Muslim-dominated areas in Russia where he found lack of infrastructure is also one reason pushing locals into jihadi groups. Last week he was in Russia’s Ingushetia region to announce projects worth $1.44 billion through 2016 to develop the region which is considered a violent area where according to analysts poverty is also pushing civilians to join Islamist rebels. Last December after the train blast in Moscow, he reassured the public that the authorities would act "very harshly" against rebel groups, and took a vow to "break the spine" of terrorism. Before that during the G8 summit press conference in early 2008, his answer to a question from a French journalist stunned everyone into silence .

VLADIMIR PUTIN: If you want to become an Islamic fundamentalist and be circumcised, come to Moscow. We are multiconfessional. We have very good specialists. I can recommend one for the operation. He'll make sure nothing grows back.
He may be called an extremist. But in times like these it's better to be one rather than hold meaningless candles and keep counting body bags of those whose protection was your duty.

The reason there are no such photo ops this time is that he has ditched his loyal wife of over two decades, with whom he had been to the Taj the last time he visited India. Now he is dalliancing a pretty young gymnast less than half his age. I wonder whether Tarun Vijay would advocate the personal morals of Putin.
Putin's brash answer to the French journalist is uncultured, for want of a better word. I'm not sure whether Tarun Vijay himself would use such language in public.

It has instead developed a culture of sychophancy and worship of all things material. none of its leaders have any policy capacity or leadership mettle.
The Chinese need to humiliate the sub continent once more. It will only then realise it has no real friends and Israel and the US will be there to call a ceasefire and sell more weapons Indians have no caopacity to use.
A military with no strategy and no capable leadership is a target for its enemies and suppliers alike.

Given how poorly our politicans have handled Realpolitik since ever, I wonder if India is simply a tool in Russia's hands - just a market for their goods. I wont be surprised if the insiders in the defence ministry actually know that this is a 'bought' alliance. And they may well be aware that Russia is fooling us - but as the kickbacks work in their favor, there is no need to expose it.
But maybe I could be wrong ! But the manner in which the Admiral Gorshkov has been handled raises serious doubts. There is no way to know the truth.
And as for a person like Putin being our incharge, one has to read Stalin's history and also acknowledge that Russia didnt have a mad, lawless, nuclear armed and hateful and violent natured neighbour attacking it. It would be foolish to bite a mad dog back.
India's solution lies in becoming economically super-strong and then Pakistan would become irrelevant, as then it would be in interest of America and China to avoid armed conflicts for the fear of damaging the world economy (and may well take away Pakistan's nuclear arms some day). Till then, we just have to be on our guard. You cant pick your neighbours as they say.

Well written, I'm totally with you when you say that India needs a strong leader like Putin. Our current leaders are just not brave enough to take decisions that are unpopular or tough. They always end up playing safe.

Russia has been our long friend and it is nice to again fall back on it for our defense needs. Putin has finally realized that unless he addresses the socio-economic problems of the Muslim minorities, he cannot solve the problem of terrorism there. Actually it's a lose-lose situation. Letting terrorism unchecked would kill all innocents and having a Putin-like ruler would curb all freedom from all of us. Terrorism must be fought by moderate muslims by not sympathizing with the radicals, giving information to police about miscreants so that the police can act pre-emptively. TV stations that promote radicalism must be punished. Poverty and lack of infrastructure being the causes of radicalism is a white-wash behind hidden agendas. What is required is not more policing but change of mindsets. In an age where anything godly is trashed, the results are evident.

It is actually a misconception that Putin's Russia curbed press freedom. You only have to check Russian news websites to know that this is true only to a limited extent. Check Kompromat.ru to understand how free Russia is. Limiting the freedom of the press and suppression of political dissent actually started under Yeltsin. Who can forget Yeltsin sitting on a Tank blowing up the Duma. When Putin came to power freedom of expression was under attack by many vested interests including the champions of democracy favoured by the west. Putin could only do so much to curb these interests in the beginning since he was not politically strong enough.
Secondly there is the question of whether the press itself has vested interests. In Russia the major media organizations were often a proxy for American special interests. In India too this is partially true. The English media, newspapers and TV, are westernized and advocate social and economic policies that favour a westernized elite.
I have never seen the Indian media seriously criticize or rebuke Sonia Gandhi or Rahul Gandhi. One wonders why?
Putin took power at a time when Russia was economically ruined, politically and militarily weak and was being threatened by terrorism and American geopolitical games that threatened its already dwindling economic clout in the Central Asia and the Caspian region. In less than a decade all that changed and Russia is at least able to defend its interests.
India definitely needs Putin, who has a good understanding of domestic and international political and economic issues. An Indian Putin would never have allowed the Chinese to get away with WB blocking loans to Arunachal Pradesh or allowed Pakistan to attack India with impunity.
The people of Russia are critical of many of Putin's policies, but at the same time, they are happy and satisfied with what he accomplished.

We need not compare individuals. India and Russia are two different nations hence trying to draw a congruence with Vladmir Putin would not be appropriate. I appreciate Putin nevertheless we cannot and should not underrate Dr Manmohan Singh. Every nation has their own political ethos and matrix hence one cannot draw a common program or syntax for both. Leadership in India a nation that has just been an identity since the last almost sixty three years cannot be compared with a nation that has existed for over five centuries. Whether it was the Romanovs, Communists or the present Russia they have been an independent nation with their own identity. India has been a nation only from the year 1947. India's problems are different from Russia. Therefore leaderships cannot be compared. We have had leaders like Rajeev Gandhi & Indira Gandhi, Atal Bihari Vajpayee, Morarjee Desai and others in the past and now Dr Manmohan Singh as Prime Minister is a perfect match for Modern India. Let us not expect too much from all our leaders for they too are human beings. YES! I fully endorse, we desperately need a leader like Putin and what we face in our country is the absense of such a solid & unshaken leader. In the Russian history, Putin is the only President who have enjoyed more than 75% of public support and only b.cos that their constitution limits anyone could hold only 2 terms as President, otherwise Putin would have been elected as Russian President for 2-3 terms further. Mr Aman (ki asha), Clinton had sexual relations with many ladies, sarkozy is breaking his relation with bruny, but both of them did much better than what our so-called secular govt ministers are doing (for your information kasab & ajmal guru are still living). Why to look only at darker side, this is a negative attitude. People in India critisize & TOI makes big headlines when some one takes steps against Nareder Modi. Don't you think today muslims are most safe in Gujarat. Afterall our very own congress MP Sajjan Kumar enjoying bail who had clear hands in sikh roits where more sikhs died than muslims in gujarat roits.

Majority of Indians do not like leaders to rule. We have politicians in top places of parliament who don't have stern voice to impress upon Indians as well as foreign diplomats. Except for a few politicians like Chidambaram, we are bombarded with illiterate goons. As long as illiterate India keeps voting, corruption will prevail, anarchy will prevail, weak politicians who have no strength to even physically stand adorn highest posts in Indian politics.

Thanks for great article, We are in state of War against terrorism and the some of the great steps we are taking against terrorism are
1) Awaiting president’s decision on Marcy Plea of Afzal Guru.
2) Sending the 26/11 evidences to Pak and waiting to get the hands on Terror Masterminds
3) Trying to figure out whether Naxals are potential security threats or not
4) Putting our concerns in front of international community in International summits
5) We strongly believe that any problem can be solved by discussions and hence trying to fetch it by the means of Peace talk.
And many more, Most of them are ALL TALK AND NO ACTION ,which is not going to solve the issue, but going to worsen the satiation.
I think its now or never, Indian politicians should start thinking about country and not there Vote bank, also they should learn to take decisions instead of playing Blame games.
Finally No one is perfect, Putin may be having dark side, but can we try to acquire his good qualities. After all its always the individual who have to decide whether glass is half filled on half empty.

I've went through the article well and most of the comments also. It's for sure that we need to have a less corrupt and determined politicians at least if not more. Putin has great personality and clever tactics with dictating leadership but of course he is also a human being with great political powers, so corrupt as well.
The author is not to be blamed for being a bit biased with his protagonist, it's widely accepted practice. However, Tarun has shown the brighter side of Putin's character and qualities and what's wrong in taking his good qualities to learn from. How good/friendly a neighbouring power is but India needs to be able to stand alone and solve the issues on its own. And for this we all need to be educated, understanding, secular and determined to eradicate curruption, terrorism and other social issues. No country becomes great unless its citizens contribute truely.

The qualities that u admire in Putin may or may not be good but the fact is he is successful bcos Russia is ruled with his iron fist.India is multi-party,multi-cultural democracy & a person like Putin will be a utter failure here.However India must deepen & widen its ties with Putin's Russia partly to counter China-Pak nexus &,more importantly,Afghanistan.Post ISAF withdrawal a supposedly 'moderate' Taliban will be dangerous taken together with the inimical forces in Pak.India needs to enhance its strategic reach within Afghanistan & also with Iran,Turkmenistan,Tajikistan & Uzbekistan.We need more presence there besides Farkhor.All this with Russia's acquiescence.This umbrella will act as a counter against Taliban & Pak as also China.

Those who support terrorists are society's enemies and should dealt firmly. I see nothing wrong in using violence to tackle terrorists.Truth is, being a Gandhiji is verry difficult. I doubt if there ever will be one. Our next best hope is an Indira who had more balls than all our male leaders posses today(the khalistan movement is a case in point).
What good is a democracy that fails to protect its citizens, what good is our freedom of speech if we cannot travel without fearing a landmine,what good is humanity if it only brings destruction?
Would we rather want a nation crumbling under divisive agendas, or do we opt for a leader who may use non-constitutional means to unite the nation......thats the choice Tarun gives us. What would you choose?

If India can exchange Manmohan Singh, Sonia, Rahul and Priyanka Gandhi, with Musharraf, India will be able to negotiate with everyone from a position of strength, intelligence and shredwness. India needs democracy likee it needs more politicians or a hole in the head.
We need good strong dependable leaders with policies that curtail individualism to a point it is celebrated only where it presents something outstanding. at present we have thugs, free loaders and good orators entertaining themselves.
The state should always comes first like in Singapore and in China. Indians will never realise their full potential with politicians who make up the largest customer base for Swiss banks. I is famous for proliferation of weapons which for all its might could not win a bunch of small boys in Sri Lanka, were surprised and humilated by a bunch of Jihadis in Kargil and made a spectacle of in Mumbai.
Mumbai tells us and the world how unprepared and incompetent and scared our forces are. China will humiliate us again. Their uniforms are not as colourful, their rhetoric not as loud. But they have a united and well trained force backed by an equally competent and prosperous nation.
India is still Hindus, Muuslims, Sikhs and Christians with a pre occupation with Pakistan and bribes, caste and bickering.

What ever adverse comments made by some readers, There is case for this(our) country to have an autocrat, tyrant and a dictator as Prime Minister to hunt the thugs, deceits,mischief makers embezzlers, corrupt and above all man eaters in our society in the grab of politicians, bureaucrats, contractors.During 19th century the the dictum was"Let hundred criminals to Scot free but not single innocent should be punished.In this century it should be "let hundred innocent people get punished but not a single criminal be let out unpunished."

We already have a person like Putin in our own country. Narendra Modi is a brave leader. Let's hope some one like Modi become the next PM and not the sycophants and the puppets.
